MARPOL Convention Text takes shape for pivotal MEPC meeting

The International Chamber of Shipping (ICS) and 47 governments have jointly submitted to the final round of negotiations at the United Nations’ International Maritime Organisation (IMO) to adopt a maritime greenhouse gas (GHG) emissions pricing mechanism for international shipping in order to achieve net zero GHG emissions from international shipping by 2050.


Major shipping nations like Greece, Japan, Korea, and the UK, the largest flag states in the world, including the Bahamas, Liberia, Marshall Islands, and Panama, all EU states (as well as the European Commission), other African nations like Nigeria and Kenya, and Small Island Developing States from the Caribbean and the Pacific all support the joint text.


Convergent regulation text for modifications to the IMO MARPOL Convention is outlined in the governments' joint submission. It will mandate that shipping businesses operating ships on international journeys contribute to a new "IMO GHG Strategy Implementation Fund" for greenhouse gas emissions per tonne of CO2e emitted.
